Local Government Roles and Responsibilities in Public Works

The program will be particularly valuable to Local Government Engineers; however, it is suitable for all levels and disciplines of local government, consultants, and Transport for NSW personnel.
IPWEA NSW & ACT and the presenter aim to ensure that participants obtain the necessary legal knowledge and practical skills to resolve challenges associated with the provision of infrastructure. This could be in construction, reconstruction, maintenance or administrative processes that local government provides on behalf of local communities, whilst complying with the provisions of NSW legislation. Participants will acquire the skills and knowledge to solve ‘real’ problems in an efficient and cost-effective manner.
The course provides a comprehensive study of matters affecting the local government engineer, engineering manager or engineering professional including:
- Tendering provisions of the Local Government Act 1993 and Regulations
- Building and Construction Industry Security of Payments Act 1999 including the procedure for recovering progress payments
- Road Authority responsibilities under the Civil Liability Act and The Highway Immunity Rule
- Roads Act 1993 (NSW) including; s138 approvals, Dedicated Public Roads, Closing of Public Roads, Classification of Roads, Regulation of Traffic by Road Authorities and Temporary Regulation of Traffic. Public Gates and Stock Grids
- Powers of Entry under the Roads Act 1993 and Local Government Act 1993 (Water and Sewer)
- The Role of the Traffic Committee
- Chain Of Responsibility and Heavy Vehicle National Law (NSW)
- Disability Discrimination Act 1992 (Commonwealth)
- Operations of a Local Water Utility including s68 approvals and Water Supply and Sewerage Construction and Handing over of Works:
- Special rates and charges relating to water supply, sewerage, and drainage
- Backflow Prevention
- Pollution of a Public Water Supply
- Water Restrictions
- Prohibited Substances
- Works Requiring Approval
- Cutting Off or Restricting Water Supply
